User URL mapping rather than direct links to files / other common links

For common links like forms or pay, use url mapping under settings gear -> developer tools -> url mapping.

Upload the new version of the file using the above link, copy the /s/<filename> link it generates and update that /s/<filename> link in the url mappings, all links on the site pointing to that form will be updated
